Abstract
Increasingly, future economic growth in Croatia’s agricultural and food sector, as in other countries, will be driven by opportunities lying throughout the country’s agri-food value chains. These extend from primary agriculture and fisheries production, at one end, to the many downstream segments of these value chains – processing, retailing, and consumer-driven segments – at the other. While opportunities continue to exist in primary agricultural production of basic commodities, high value-added products hold promise in generating future economic returns, employment and growth opportunities.
These Terms of Reference outline the scope for conducting several different subsector analyses of Croatian agriculture that seek to identify the primary strengths, constraints, and opportunities facing these different subsectors. The focus of the work is not on production exclusively, but on the continuum from production to market access. It is important that subsector analysis be conducted – not just at the primary production level, but of the entire subsector supply chain, from the farm to consumer, e.g., from “farm to fork.” (Subsectors are formally defined by EU (FADN) nomenclature;
